Immigration offices and areas of responsibility
Each Immigration office is responsible for a region of Japan, and sets the dates by which visa applications must be submitted. They may also set different requirements for different schools, depending on the relationship they have with the school (ie they trust the school to recruit only students who want to study in Japan, and not to act as a portal for illegal workers). Thus, a better relationship with the regional Immigration office is often an indicator of the quality of a school - for example, that the school is interested in recruiting good students, not just filling places and making money.
The immigration office to which you will need to apply for a visa will depend on your address. If applying from outside Japan, or for a visa when you will be moving to a school, you will need to apply through the school and to the immigration office responsible for the region where the school is located. If you are applying for a different visa (for example work) you will have to apply to the immigration office responsible for the area where you are registered.
Sapporo Immigration Office

- Closed: Saturdays, Sundays and national holidays.
Responsible for all applicants resident in Hokkaido. There are six regional suboffices in Wakkanai, Chitose, Kushiro, Muroran, Hakodate and Otaru.

- October shugaku applications due by mid to late May (2003 closed).
- October ryugaku applications due by mid to late June (2003 open).
Sendai Immigration Office

- Closed: Saturdays, Sundays and national holidays.
Responsible for all applicants resident in Miyagi, Fukushima, Yamagata, Iwate, Akita and Aomori Prefectures. There are nine regional suboffices in Ishinomaki City, Sendai Airport, Koriyama City, Sakata City, Miyako City, Funato City, Akita City, Aomori City and Hatinohe City.

- October ryugaku applications due by mid to late June (2003 open).
Tokyo Immigration Office

- In special circumstances (i.e. emergencies), it may be possible to make appointments at other times.
Responsible for all applicants resident in Tokyo, Kanagawa, Saitama, Chiba, Ibaraki, Tochigi, Gunma, Yamanashi, Nagano and Niigata Prefectures. Yokohama City is under the authority of the Yokohama City Branch, and has different deadlines. There is also a separate branch for Narita Airport, but this does not deal with student visa applications. There are eleven regional suboffices in Haneda Airport, Kunitachi City (Tachikawa office), Saitama City, Chiba City, Mito City, Uchinomiya City, Takashiro City, Nagano City, Niigata City, Joetsu City and Koufu City.

Yokohama Immigration Suboffice

Nagoya Immigration Office

There are ten regional suboffices in Nagoya Port, Toyohashi City, Nishikasugai Gun, Yokkaichi City, Hamamatsu City, Shizuoka City, Tsuruga City, Toyama City, Takaoka City, Toyama Airport, Kanazawa City, Komatsu City and Gifu City.

Osaka Immigration Office

Responsible for all applicants resident in Osaka, Kyoto, Hyogo (under the control of the Kobe suboffice), Nara, Shiga and Wakayama Prefectures. There is a regional suboffice in Osaka International Airport (Kansai Airport) but this does not handle student visa applications. There are eight regional suboffices in Osaka Port, Tennoji (Osaka), Sakai City (Osaka), Kyoto, Maizuru City, Nara City, Wakayama City and Otsu City.

Kobe Immigration Suboffice
